Waynesboro MS4 Program Development

The City of Waynesboro, Virginia was designated as a Phase II Municipal Separated Storm Sewer System (MS4) community in August 2013 based on the results of the 2010 National Census. To address this designation the Wiley|Wilson team assisted the City in developing their MS4 program plan to address the six minimum control measures and obtain the general permit. To accomplish this task a group of City stakeholders was established to solicit input, identify current activities for compliance, and approve new systems that will be integrated to their compliance plan.

The City’s plan has been accepted by the Virginia Department of Environmental Quality and Wiley|Wilson is now beginning the implementation of the MS4 program that includes public education, public involvement, illicit discharge detection, construction site runoff control, post-construction runoff control, and good housekeeping practices.
