Route 23 (Powell Valley) Road and Bridge Design - Wise County, Virginia
2-1/2 miles of 4-lane divided highway on a mountainous site with a history of
earth slides. Various methods were employed to remedy the weak shale subsurface:
a custom designed pile wall, MSE walls, flattening slopes, subhorizontal drains,
and zoned earth fills. The worst of the slides was spanned by a 580' long, 135'
tall, 5-span continuous, composite, horizontally curved, steel-plate girder
bridge. Recipient of the first FHWA NQI Award in Virginia and one of eight
nationwide.
