Tom
began his career as a Stormwater Program Manager where he was
responsible for industrial sector NPDES permitting; coastal zone
stormwater rule implementation; spill response planning and emergency
response; illicit discharge detection and elimination surveys, and
pollution prevention activities for a 11,000 acre military-industrial
complex. A key accomplishment included securing the first individual,
industrial sector NPDES stormwater permit in North Carolina which
included a watershed based permitting approach. Tom’s 20 year career has
focused on addressing a multitude of water quality needs for private
and public clients in North Carolina, Virginia, Maryland, West Virginia
and various overseas locations. Tom also has extensive experience
providing technical presentations, training and informational support to
community groups, councils and elected boards and currently serves as
the President of the Virginia Section of the American Society of Civil
Engineers.
