Tom began his career as a Stormwater Program Manager where he was responsible for industrial sector NPDES permitting; coastal zone stormwater rule implementation; spill response planning and emergency response; illicit discharge detection and elimination surveys, and pollution prevention activities for a 11,000 acre military-industrial complex. A key accomplishment included securing the first individual, industrial sector NPDES stormwater permit in North Carolina which included a watershed based permitting approach. Tom’s 20 year career has focused on addressing a multitude of water quality needs for private and public clients in North Carolina, Virginia, Maryland, West Virginia and various overseas locations. Tom also has extensive experience providing technical presentations, training and informational support to community groups, councils and elected boards and currently serves as the President of the Virginia Section of the American Society of Civil Engineers.

Jay leads our Site Group in our Lynchburg Office, providing land surveying, site design, stormwater management, and erosion and sediment control services to our clients. A licensed surveyor and civil engineer, Jay understands the complexities inherent in design of new drainage systems and is experienced with successful redevelopment and retrofit of existing systems to achieve water quality objectives. Jay’s stormwater design and analysis experience includes the full range of stormwater and land development services for our industrial, private, municipal, state and federal sector clients. This work has included the use distributed controls, low-impact development strategies and environmental site design principles to reduce runoff impacts and comply with LEED standards.

Rob leads our nutrient management and TMDL compliance strategy team, applying his nationwide experience in advanced nutrient removal design; treatment process evaluation; bench-scale and pilot plant testing; operational optimization and construction of advanced treatment facilities. Rob’s advanced engineering studies, research experience and professional certifications enable him to provide outstanding support to our public and private sector clients. His comprehensive knowledge of TMDL load allocation principles; active involvement with the Virginia nutrient credit exchange; and experience working with water reuse and treatment residuals management enable him to provide exemplary program support to enabling our clients to cost effectively meet water quality objectives.
