Central Virginia Training Center Boiler Plant Repairs - Lynchburg, Virginia

The Central Virginia Training Center (CVTC) is served by a central heating plant that provides steam to all buildings on the campus but has become inefficient to operate. In October 2010, a water main break caused severe damage to the plant. Given the cost of repair and the on-going downsizing of the facility, the Department of Behavioral Health and Developmental Services (DBHDS) hired Wiley|Wilson to evaluate the technical and economic viability of restoring the central plant to operating condition and produce a report detailing the condition of the plant and our recommendations. Our team evaluated the mechanical, electrical and structural conditions of the plant, made recommendations concerning two options and gave construction cost estimates for both options.

DBHDS opted to demolish the damaged 1930s portion of the plant and repair the 1970s addition including refurbishing the two boilers it contains. Another heavily damaged boiler was removed. In order to reduce the load on the remaining boilers, several buildings have been removed from the system and individual boiler systems installed.
